Use the usual layout: a Grade column, the number of students, how many made expected or better progress, and how many did better than expected. Phase labels and Total rows are optional.

Each tab is your sheet with the fewest changes that bring Weak down to the limit. Blue cells are the pretend numbers. Point at one to see the real value.

The Big Picture
Grade by Grade
Each row is one grade. The bar fills up with the students who made expected progress. If it reaches the black line, the grade is not Weak. The last column says how many more students it would take.

Build Simulations
What-if versions only. These are not actual results and should not be reported as findings.
The idea. A grade stops being Weak when at least 75 out of every 100 students make expected progress. Each option pretends a few more students did, in as few grades as possible, until there are few enough Weak results.
Example. A grade has 80 students and 52 made expected progress (65%). To reach 75% it needs 60, so it is 8 short. If 8 more students had made it, the grade would be Acceptable instead of Weak.
Phase results. A phase is all its grades added up, like a team score. Nobody changes it directly. It goes up by itself when its grades go up.
